Devise
You Devise when the idea is yours. Devise is the layer for deciding what a piece of work should be. You set its direction, or you say yes to it, without making the thing yourself. A boss who tells a writer to research and write a short paper devised it: the idea was the boss's, the writing was someone else's. Devise is about the choice that the work exists at all, or about what it becomes, not about who later builds it.
