A handling editor is the person who, after a paper has been reviewed, weighs those reviews and decides whether a journal will publish it. The thing this trade adds is the verdict itself: a clear decision such as accept, revise, or reject. The editor receives the finished manuscript from its authors and the reports from its peer reviewers, then hands an accepted paper on to the copyeditor and the production staff. The settled judgment of the work is what this trade contributes.
