You Review when you check the work. Review is the layer for judging it, fixing it, or saying it is good, the part that gives people a reason to trust it. An editor who reads the paragraph, checks a figure, and fixes the grammar did Review. Review never makes a new thing; it improves or stands behind the thing that is already there. That is what marks it off from Author.
